攀在欄上的貼告示的,今天才得知,就正是公民黨選舉委員會分組界別(旅遊界)選舉候選人Paul Zimmerman (司馬文).

另(我仍非小圈子選舉的登記選民,卻)收到email一封,來自林漢堅,詳如下:

Do you need universal suffrage in 2012 or a.s.a.p.? Do you like to see more than one candidate stand for the Chief Executive Election of Hong Kong in 2007? Do you like to see the cultural affairs of Hong Kong make progress?

If so, here is an opportunity for you to action. I am Andrew Lam Hon-kin and I stand for competition in our Chief Executive election.

COMPETITION RESULTS IN BETTER CULTURAL STRATEGIES, MORE INTERACTIVE AND CONSTRUCTIVE DIALOGUES, CHOICES AND PROGRESS FOR HONG KONG. I am well supported by The Democratic Party and cultural workers to stand for the Culture Sub-sector of the Election Committee, which nominates the CE candidates and finally elects the CE of Hong Kong.

If I win the election, I will keep contact with you and report to you in due course.

The campaign is highly competitive and I am the single democrat among all the candidates in the Culture Sub-sector. Your SINGLE VOTE to me will be crucial for our success. I sincerely need your vote, your choice for Hong Kong!

PLATFORM OF CULTURE 2006

CULTURE AND ARTS
1. I expect Hong Kong to develop a Hong Kong-oriented local community culture so as to set up a regional network, including Hong Kong, mainland, Asia, and other cities, through the creative implementation of cultural policies.

2. The core of a cultural policy is to treasure freedom of speech and put it into professional practice. I urge the government to reinforce the protection of the fundamental rights of free speech, creation, publication, and appreciation of culture and arts. The government should strengthen information privacy and safeguard people’s rights of demonstration, speech, assembly, procession, and other peaceful and lawful ways of expressing views. More resources and professional venues should be furnished for professional artists or cultural workers.

3. Set up an independent statutory body “Culture Planning Committee” to legislate both district and a territory-wide cultural policies and a five-year action plan, and advise the government on policies and monitor these policies. A Hong Kong culture and arts foundation should be set up to supplement and improve Hong Kong’s cultural sponsoring mechanism with private sector participation. The ways to elect public representatives to The Hong Kong Arts Development Council should be improved by broadening its base of voters. I urge the Council to strengthen research and promote district-level arts development strategies in order to improve the operations of the existing cultural hardware and its coordinating facilities.

4. Set up a statutory advisory body as soon as possible– Western Kowloon Cultural Development Council – with professionals and representatives from the community to monitor and co-ordinate the project. I oppose monopolies and oppose allowing one single developer to develop the site. The government should increase the transparency of the project through public consultation. I maintain that tenders, and thus the design and development of the project should be done in phases, with open and international contests. I also demand an integrative balance between cultural and commercial developments.

5. Of similar level in the Central Policy Unit, the government should set up a cultural industry development committee or an independent statutory advisory body of similar nature to carry out studies and formulate policies, action plans, and other incentives to develop creativity industry. The new Film Development Council should be represented by more frontline film-makers.

6. Stand firm against prior censorship, the Control of Obscene and Indecent Articles Ordinance can still be reviewed and a three-tier system similar to the one under the Film Censorship Ordinance to check printed articles can be set up. Under the proposed system, articles deemed Category III can be sold in a controlled manner at licensed shops or cultural and arts venues. This can take care of the needs of the majority and also protect the interests of the minority.

7. Feasibility Studies of Percentage Public Art Policy, Public Lending Right Bill should be conducted and the Antique and Monument Ordinance should be revised where appropriate to remedy the fast destruction of monuments in Hong Kong.

8. Monitor the progress of the West Kowloon Cultural District as well as other cultural affairs by reporting to voters from time to time.

ARTS EDUCATION
9. The Hong Kong and Chinese culture in the era of globalization should be promoted to young students.

10. Primary and secondary school subject teachers should be given more professional art training. Other teachers should also have a certain level of training and understanding of art.

11. Curriculum of Art & Liberal Studies should be reviewed from time to time. The idea of small-class teaching should be promoted.

12. Establish a film and media college for Hong Kong is an urgent necessity.

OTHERS
13. Restructuring the LCSD is important to maintain the principal of Big Society Small Government.

14. Heritage and waterfront landscape of Hong Kong should be well preserved without compromise.
